On the Just Go To Bed article, I can see why you can't get them to bed when you want. There are no consequences for not listening. If I were you, I'd set a specific time for them to be IN BED and QUIET. It's up to them to get there on time or the next night, they don't get to play their video games, or the older one doesn't get to talk on the phone. Be brave, set a reasonable time and follow through. I don't think it would take too long for them to catch on.
